 Строительство железной дороги Китай-Кыргызстан-Узбекистан ускорит экономические и культурные обмены и сотрудничество между Востоком и Западом, обеспечит региональный мир и стабильность, а также поспособствует экономическому процветанию и общественному развитию. Об этом заявила на днях в эксклюзивном интервью Синьхуа профессор Института России, Восточной Европы и Центральной Азии при Шанхайском университете иностранных языков Ян Бо.

В четверг в Пекине состоялась церемония подписания межправительственного соглашения по проекту железной дороги Китай-Кыргызстан-Узбекистан, которая будет идти из Кашгара в Синьцзян-Уйгурском автономном районе /Северо-Западный Китай/ до Узбекистана через Кыргызстан. В будущем она может быть продлена в направлениях Западной и Южной Азии.

По мнению Ян Бо, железная дорога Китай-Кыргызстан-Узбекистан является важной частью Нового евразийского сухопутного моста. Ее строительство не только изменит структуру перевозок в Синьцзян-Уйгурском автономном районе и западном Китае в целом, но и сформирует южную часть Второго евразийского сухопутного моста, образуя удобные транспортные каналы между Восточной и Юго-Восточной Азией с одной стороны и Центральной, Западной Азией, Северной Африкой и Южной Европой с другой.

"Этот "железный Шелковый путь" прорвет географическую блокаду Центральной Азии, которая не имеет выхода к морю и находится далеко от мировых экономических центров, сократит цикл доставки центральноазиатской экспортной продукции на основные мировые рынки и придаст новый импульс интеграции Центральной Азии в глобальные цепочки производства и поставок, содействуя ускорению экономического развития стран региона и повышая его эффективность", -- отметила профессор.

Железная дорога Китай-Кыргызстан-Узбекистан станет для Центральной Азии новым удобным путем к морю, считает Ян Бо. По мнению эксперта, она даст возможность не только осуществлять трансграничные перевозки между Восточной и Юго-Восточной Азией с одной стороны и Центральной, Западной Азией и европейскими странами с другой, но и вести внешнюю торговлю товарами между Китаем и вышеупомянутыми странами и регионами, стимулировать развитие международных мультимодальных перевозок и способствовать движению людей и товаров между Азией и Европой. Это имеет большое значение для международной сети транспортных маршрутов, подчеркнула собеседница агентства.

Назвав Центральную Азию местом, где была впервые озвучена инициатива "Пояс и путь", Ян Бо отметила, что с тех пор прошло больше десяти лет -- Китай и Центральная Азия совместно построили "Экономический пояс Шелкового пути" и добились ряда плодотворных результатов, что произвело сильный демонстрационный эффект.

По ее словам, после завершения строительства железной дороги Китай-Кыргызстан-Узбекистан торгово-экономические отношения КНР и стран Центральной Азии станут еще теснее. "Железнодорожные перевозки обходятся дешевле, чем автомобильные и воздушные. Они позволяют отправлять большие объемы товаров, работают стабильно и не подвержены сезонным ограничениям. Это означает, что стоимость экспортно-импортных операций между Китаем и странами Центральной Азии значительно снизится, соответственно уменьшатся и товарные цены. Объем торговли между Китаем и Центральной Азией продолжит быстро расти", -- заявила эксперт.

Ян Бо отметила, что строительство железной дороги Китай-Кыргызстан-Узбекистан поможет развитию трудовых ресурсов в Кыргызстане и Узбекистане. Оно создаст большое количество рабочих мест в этих странах, эффективно решит проблему занятости молодежи в районах прохождения дороги и воспитает для региона группу высококлассных инженеров, владеющих современными железнодорожными технологиями, что принесет реальную пользу.

Кроме того, по мнению Ян Бо, строительство и развитие железной дороги Китай-Кыргызстан-Узбекистан будет способствовать быстрому формированию экономического пояса. В экономическом плане это может расширить торгово-экономические обмены между Восточной, Западной Азией и Европой, тем самым углубляя политические связи стран прохождения дороги. "Строительство дороги ускорит экономические и культурные обмены и сотрудничество между Востоком и Западом, обеспечит региональный мир и стабильность, а также поспособствует экономическому процветанию и общественному развитию", -- сказала она

UN World Oceans Day, celebrated on Friday at UN Headquarters in New York, focused on “opening minds, igniting senses, and inspiring possibilities” to protect marine life worldwide. 

A powerful video was shown echoing the theme, awaken new depths, warning of immediate protection needs and cautioning that there is no time for an “out of sight out of mind” sense of complacency.

In a statement marking the Day – which falls officially on Saturday - UN Secretary-General António Guterres said the ocean sustains life on Earth and the problems are essentially man-made.

“Climate change is triggering rising seas and threatening the very existence of small island developing states and coastal populations”, he said.

Mr. Guterres also mentioned that ocean acidification is destroying coral reefs, with sea temperatures reaching record levels leading to extreme weather events. Overfishing and other factors are contributing to the destruction of the world’s marine ecosystems.

The President of the General Assembly, Dennis Francis, attended the event and voiced similar concerns about the current state of the ocean.

“There is so much still to learn about oceans – and, importantly, to reverse the damage being caused to our precious lifeline resource.”

Mr. Francis said that the ocean is our strongest ally against climate change and therefore “it is our joint responsibility to course correct – and recommit to sustainably manage the ocean’s precious resources - so as to ensure their availability intergenerationally.”

The Secretary-General and General Assembly President said they are expecting reflections on and actions toward ways to restore and protect our oceans as the Summit of the Future in September 2024 and next year’s UN Oceans Conference approach.

State of the Ocean Report

The UN Educational, Scientific and Cultural Organization (UNESCO) released a State of the Ocean report earlier in the week pushing policymakers to think about “the ocean we need for the future we want.”

The report detailed threats to the ocean and trends that could help identify drivers of change.

It warned that the rate of ocean warming has doubled in 20 years and that coastal species are suffocating due to decreased oxygen levels in the ocean, among other things.

One of its conclusions is that “ocean literacy practice and research is a strategic ally to optimize resources, accelerate behavioural change and improve the implementation of ocean conservation programmes and sustainability practices.”

Calls to action

Speakers at UN Headquarters on Friday included marine biologist and oceanographer Sylvia Earle, who said finding ways to share the importance of protecting our ocean with the world can lead to vital action to also preserve coastal wildlife.

“Now is the time for governments, businesses, investors, scientists and communities to come together in defence of our ocean,” UN Secretary-General Guterres said.

In a similar call to action, General Assembly President Francis said we should “redouble our efforts to support and advance ocean action, build much-needed capacity in [small island developing states]and other developing countries – and promote innovative financing solutions that drive transformation and scale up resilience.”

Eight months to the day since the Israel-Hamas war erupted in Gaza, the UN labour agency, ILO, warned on Friday that families there now send their children to work just to survive, as unemployment nears a staggering 80 per cent.

Details of that development and the “unprecedented devastation” to the Palestinian jobs market and the wider economy beyond Gaza and the West Bank are outlined in a new report from the ILO.

Ahead of its publication, the UN agency’s Director-General Gilbert Houngbo told the 112th International Labour Conference in Geneva on Thursday that the labour market in Gaza had “literally collapsed” since “horrific” Hamas-led terror attacks against Israel last October, that sparked Israel’s “relentless war”. 

“Today Gaza is in ruins. Livelihoods are shattered and work is scarce. Labour rights have been decimated,” he said. “This has been the hardest year for Palestinian workers since 1967. Never before has the situation been this bleak.”

Hard data 

According to data crunched by the ILO and the Palestinian Central Bureau of Statistics, unemployment in the Gaza Strip has reached 79.1 per cent. 

Although not directly impacted by the war, the occupied West Bank has also been severely impacted by the crisis, with almost one in three unemployed.

“These figures bring the average rate of unemployment to 50.8 per cent across the two areas of the OPT,” said the authors of The situation of Workers in the Occupied Arab Territories, before noting the true figure was likely even higher as it did not include individuals who had left the labour force altogether because of a lack of opportunities.

Unsurprisingly, overall economic output in Gaza has contracted by 83.5 per cent and by 22.7 in the West Bank over the past eight months, while the entire OPT economy has shrunk by nearly 33 per cent.

Health relief breakthrough

In related developments in Gaza on Friday, the UN health agency announced despite “significant constraints”, one fully-laden truck and a partially stacked trailer carrying medical relief had reached Gaza via the southern crossing of Kerem Shalom.

“The supplies will be distributed to health facilities to support the treatment of up to 44,000 people,” the World Health Organization (WHO) said in a post on X. 

The assistance comprises treatments for noncommunicable diseases such as hypertension and cardiac conditions, type 2 diabetes, and chronic respiratory diseases but much more relief is needed urgently via the still-closed Rafah crossing, the UN health agency insisted.

In a separate update, the WHO reported that 464 attacks on healthcare in the Gaza Strip have been documented since 7 October.

“Attacks have resulted in 727 fatalities, 933 injuries, affected 101 health facilities and 113 ambulances,” the World Health Organization (WHO) said in another post on X. 

“Two-fifths (37 per cent) of attacks were in Gaza City, nearly a quarter (23 per cent) in north Gaza, and over a quarter (28 per cent) in Khan Younis. WHO calls for the respect of international law and active protection of civilians and health care,” the UN agency insisted.

Rafah

In Rafah, fewer than 100,000 people now remain across the southern governorate, the UN aid coordination office, OCHA, reported late Thursday.

This follows the forced evacuation “of about a million people – who were again on the run” and moving toward Khan Younis and Deir al Balah, OCHA said, adding that the ongoing hostilities had massively disrupted the delivery of lifesaving relief.

The halt to fuel deliveries via Rafah crossing from Egypt had multiple negative ramifications, the UN aid office explained, as it affected “trucks, hospitals, sewage systems, desalination operations and bakeries”.

“As things stand, aid convoys still need to navigate active hostilities, barely passable roads, unexploded ordnance, and recurrent delays,” OCHA said.

 

Israel-Lebanon border clashes a grave concern: Guterres

The continuing exchange of fire between Israeli forces and militants in southern Lebanon along the UN-patrolled Blue Line frontier are a source of grave concern, the UN Secretary-General António Guterres said on Thursday.

In a statement issued in the evening from his Spokesperson’s Office in New York, the UN chief called for an urgent ceasefire.

He remains gravely concerned that the exchanges of fire have not only ravaged communities close to the Blue Line but have also impacted deeper into the territories of both Lebanon and Israel, with the use of increasingly destructive weapons”, the statement continued.

“These exchanges of fire could trigger a broader conflict with devastating consequences for the region.”

Москва. 21 апреля. INTERFAX.RU - Роскомнадзор (РКН) ограничил доступ в России к сайту международной неправительственной организации "Репортёры без границ", следует из данных ведомства.

Согласно данным универсального сервиса РКН по проверке блокировок в РФ страниц и сайтов, в России ограничен доступ к ресурсу международной неправительственной организации "Репортёры без границ" - rsf.org. По чьему требованию происходит блокировка, не указано.

Сайт в настоящее время не доступен в РФ, убедился корреспондент "Интерфакса". Агентство обратилось за комментарием в пресс-службу РКН.

Международная некоммерческая организация "Репортёры без границ" (франц. - Reporters sans frontieres; RSF), декларирующая своей миссией защиту свободной прессы, основана в 1985 году в Монпелье, центральный офис располагается в Париже. Организация ежегодно с 2002 года публикует на своем сайте Всемирный индекс свободы прессы.

CentralAsia (CA) -  На 53-м году жизни скончался генеральный директор международной неправительственной организации «Репортеры без границ» (RSF) Кристоф Делуар.

На сайте RSF говорится, что его не стало утром 8 июня. Он возглавлял организацию с 2012 года.

Сообщается, что Делуар страдал от онкологического заболевания

General Assembly Adopts Text on Promoting Dialogue among Civilizations, as Some Delegates Voice Concern Over Proliferation of International Days

Underlining the need to raise awareness of the value of diversity of civilizations and promote dialogue, mutual respect, tolerance and global solidarity, the General Assembly today adopted by consensus a resolution declaring 10 June the International Day for Dialogue among Civilizations.

The text titled “International Day for Dialogue among Civilizations” (document A/78/L.75) was adopted by consensus.

By the resolution, the Assembly also invited all Member States and other relevant stakeholders to commemorate the International Day appropriately, including through educational and public awareness-raising activities, and share best practices in this regard.

The representative of China, introducing the text, spotlighted multiple interlocking crises and widening peace and development deficits facing the world, which “is entering a new era of instability”, leaving humanity “at a crossroads of history”.  Dialogue among civilizations effectively prevents discrimination and prejudice, enhances cooperation and trust, and strengthens solidarity.  “There is no alternative to such dialogue,” he emphasized, adding that the UN will be holding the Summit of the Future in September to find systemic solutions to current challenges at this pivotal juncture in history.  The text reaffirms that all civilizational achievements constitute a collective heritage of humankind, noting that civilizations flourish in contact with others. He underscored that dialogue among civilizations contributes to improved awareness of the universal values of humanity.

Speaking in explanation of position, the representative of the United States welcomed calls for intercultural exchange.  However, he pointed out, the word “civilization” has no clearly defined meaning within international law or the UN system.  In the present resolution, “we believe it to be synonymous with the idea of cultures”, he asserted, adding that valuing cultural diversity is a concept that the world has embraced.  “No single Government can exercise a monopoly over identity,” he stated, urging for vigilance vis-à-vis how words like “civilizations” are used.

The representative of Switzerland welcomed that the preambular part of the resolution reaffirms the obligations of States under international human rights law.  However, she deplored the absence of such reference in operative paragraphs, adding that “the culture of peace is inseparable from human rights”. 

The representative of Australia, also speaking for Canada and New Zealand, reaffirmed the importance of tolerance of all cultures and societies and observed that “peace begins with respect for human rights”.  Advocating for the inclusion of universal human rights principles in this text, she also expressed concern about the proliferation of UN International Days.

The representative of Japan also expressed concern about the proliferation of International Days, and said it is essential to implement the frameworks agreed upon in the past.  Building trust between civilizations calls for enhancing human dignity, he said, reaffirming universal values such as the rule of law and human rights.

The representative of Norway said her delegation would have welcomed more time for progress on some critical elements in the text. Highlighting some concerns, including regarding the language in operative paragraph 1, she said cultural diversity must not infringe on human rights.

Also adopted today without a vote was a resolution on “Review of the implementation of General Assembly resolution 75/290 A on the strengthening of the Economic and Social Council and resolution 75/290 B on the high-level political forum on sustainable development and the follow-up and review of the 2030 Agenda for Sustainable Development at the global level” (document A/78/L.73).

By its terms, the Assembly decided that the thematic focus of the Economic and Social Council and the high-level political forum on sustainable development for upcoming sessions shall be as follows:  for 2025:  advancing sustainable, inclusive, science- and evidence-based solutions for the 2030 Agenda for Sustainable Development and its Sustainable Development Goals for leaving no one behind; for 2026:  transformative, equitable, innovative and coordinated actions for the 2030 Agenda for Sustainable Development and its Sustainable Development Goals for a sustainable future for all; and for 2027:  scaling up just transitions to achieving sustainable development, poverty eradication and the full implementation of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals.

The Assembly then turned to the draft resolution titled “International Year of Quantum Science and Technology, 2025” (document A/78/L.70).

The representative of Ghana, introducing the resolution, underscored that the text would help in the broader dissemination of this critical area of science and technology and the mobilization of global support for its further contribution in addressing today’s challenges.  The draft recommends that the International Year of Quantum Science and Technology should be observed through activities at all levels aimed at increasing public awareness of the importance of quantum science and applications; enhancing international, multilateral and interdisciplinary scientific cooperation among research institutions, researchers and innovators in quantum science and technology; and ensuring a focus on the application of quantum science and technology for sustainable development.

“As we forge towards a more sustainable future, quantum science and technology would be critical for renewable energy, medicine and drug design, and financial inclusion and secure communication,” she continued.  As well, she expressed hope that the observance of this International Year will inspire young people worldwide, particularly in Africa and the developing world, to take an interest in this field of study.

The resolution “L.70” was adopted by consensus.  By its terms, the Assembly decided to proclaim 2025 as the International Year of Quantum Science and Technology.

The Assembly then turned to the draft resolution on the “Twenty-fifth anniversary of the International Day for the Elimination of Violence against Women” (document A/78/L.69).

Introducing that text, the representative of the Dominican Republic noted that this International Day was established in the light of the killing of the three Mirabal sisters from his country.  Figures concerning violence towards women, often in domestic contexts, continue to be shockingly high, he cautioned.  A high-level meeting to commemorate the International Day will raise awareness on this issue and accelerate progress towards tackling this, he said.

The Assembly then adopted that text without a vote.  By its terms, it welcomed the twenty-fifth anniversary of the International Day for the Elimination of Violence against Women, to be observed on 25 November 2024.  It requested the President of the General Assembly to convene a full-day high-level meeting, within existing resources, to mark the twenty-fifth anniversary of the International Day.

Speaking in explanation of position, the representative of Iran, condemning any violence against women, noted his Government’s significant efforts in protecting women and girls by strengthening its laws and policies.  This includes supporting the victims of violence and prosecuting the perpetrators. Empowering women and girls has led to their remarkable contributions in education, employment, socioeconomic and political areas.  He expressed strong reservations about including certain non-consensual terms in the resolution as “they may erode the culture of values of many Member States”. Concerned that such terms are being imposed on other Member States, he disassociated from any contentious terminology in preambular paragraph 4.

Turning to the election of members of the Economic and Social Council, the Assembly elected the following to fill the seats for Western European and other States:  Austria for a term beginning on 1 January 2025 and ending on 31 December 2026; Finland for a term beginning on 1 January 2025 and ending on 31 December 2025; and Australia for a term beginning on 1 January 2025 and ending on 31 December 2025.  For the one seat remaining to be filled for Eastern European States, the Assembly determined that it would continue with the series of balloting on a date to be announced because neither North Macedonia nor the Russian Federation attained a two-thirds majority.

In one round of voting, the Assembly then elected 18 States to the Economic and Social Council to serve three-year terms, beginning 1 January 2024.  They are as follows:  Algeria, Antigua and Barbuda, Armenia, Azerbaijan, Bangladesh, Canada, Côte d’Ivoire, Djibouti, Dominican Republic, Italy, Mexico, Netherlands, Saudi Arabia, Sri Lanka, South Africa, Switzerland, United Republic of Tanzania and Uzbekistan.
