Private business must be a ‘driving force’ for securing peace, curbing climate change: Guterres

The rate of sustainable development is “too slow” and private business has a major role to play in speeding it up, while also slowing the runaway pace of climate change that threatens the entire world with catastrophe, United Nations Secretary-General António Guterres said Monday.


“I am deeply concerned with the fact that climate change is running faster than we are,” he warned the Private Sector Forum, on the eve of the UN General Assembly’s 73rd General Debate, stressing that Governments are losing momentum in achieving the goal of keeping global warming, well below 2 degrees Celsius above industrial levels, by the end of the century.

“I think we need to raise the alarm. Not only are things getting worse than expected, what we are witnessing in the world is more dramatic than the worst forecasts that scientists have made a few years ago,” he added.

“I strongly believe that the business community can be the driving force together with civil society to make sure that everybody understands that to meet the goals defined in the Paris Agreement (on limiting global warming) is essential, and that not only do we have to be able to respond to the commitments made but we need to have an enhanced ambition and to make stronger commitments,” he said.

“We count on the private sector to be a driving force to push governments to assume their responsibilities in this very important aspect of our commitments.”

Hosted annually by the UN Global Compact, a UN partnership with the business community, the Private Sector Forum brings together leading business executives and investors, Heads of State and Government, senior UN leadership and select civil society representatives to take part in an interactive discussion.
SDGs 'not moving fast enough'

Turning to the Sustainable Development Goals (SDGs) which seek to eliminate a host of social ills in an environmentally friendly way by 2030, Mr. Guterres highlighted the “very important role” of business leaders in mobilizing civil society, business communities and all other relevant actors.

“We are not moving fast enough,” he said. “When one looks at what is happening in the global economy, we are moving more or less in the right direction in the majority of them (SDGs), but too slow.”

Noting that the Global Compact is based on a set of values combining peace, development and human rights, he singled out creating jobs for youth as probably “the most important tool we have today” in preventing conflict.

“And so, if companies do their job properly; if companies do their job in the respect for these values and create richness and wealth and help to have communities with cohesion by the way they are integrated in the communities where they operate, companies are indeed contributing decisively for peace,” he declared.

На нынешней сессии Генеральной Ассамблеи во время проведения традиционных Дней международных договоров в центре внимания будет Конвенция о предупреждении преступления геноцида. Генеральный секретарь ООН намерен добиваться ее универсальной ратификации. Об этом сообщили начальник отдела договоров ООН Сантьяго Виллалпандо и Специальный советник главы ООН по предупреждению геноцида Адама Дьенг.

На пресс-конференции для журналистов Сантьяго Виллалпандо рассказал, что традиционные Дни международных договоров будут проходить в штаб-квартире ООН в Нью-Йорке с 25 по 28 сентября 2018 года. По его словам, для высокопоставленных официальных лиц, которые приедут в Нью-Йорк на сессию Генеральной Ассамблеи, это прекрасная возможность присоединиться к международным соглашениям, участниками которых они еще не стали.

На просьбу главы ООН расширить свое участие в многосторонних международных соглашениях, откликнулись многие государства. Некоторые уже сообщили о намерении присоединиться к Конвенции о сокращении безгражданства, Договору о запрещении ядерного оружия или Кигальской поправке к Монреальскому протоколу, запрещающей использование гидрофторуглеродов - газов, вызывающих сильное потепление климата.

В этом году тема Дней международных договоров: продвижение прав человека посредством международных многосторонних договоров. Она приурочена к 70-летию Всеобщей декларации прав человека, которая сама по себе не является юридически-обязательным договором. Декларация была принята 10 декабря 1948 года. За день до этого, 9 декабря 1948 года, Генеральная Ассамблея одобрила Конвенцию о предупреждении преступления геноцида. Спустя 70 лет ее ратифицировали 149 государств.

Сегодня на пресс-конференции для журналистов Адама Дьенг подчеркнул, что международное сообщество по-прежнему сталкивается с проявлениями ксенофобии, расизма, антисемитизма, дискриминации и многими другими подобными явлениями, которые являются первыми признаками угрозы геноцида. Специальный советник подчеркнул, что от геноцида не застрахован ни один регион мира. Он напомнил о трагических событиях на Балканах, в Руанде и недавних актах насилия в Мьянме.

Конвенция о предупреждении преступления геноцида является одним из 600 многосторонних договоров, депозитарием которых является Генеральный секретарь ООН. Они охватывают широкий спектр межгосударственных отношений: от разоружения, прав человека, торговли, морского и космического права и окружающей среды до противодействия международной организованной преступности, наркомании и терроризму.

Проведение Дней международных договоров в Секретариате ООН стало традицией. Это мероприятие, как правило, приурочено к общеполитической дискуссии на Генеральной Ассамблее, на которую в Нью-Йорк прибывают многие главы государств и правительств. Впервые такие дни были проведены в 2000 году.

Начальник отдела договоров ООН сообщил, что в этом году 26 сентября, состоится мероприятие, посвященное подписанию Договора о запрещении ядерного оружия и передачи к нему инструментов о ратификации. Напомним, что этот договор был принят 7 июля 2017. Его поддержали 122 государства. Делегация Нидерландов проголосовала против, а Сингапура -воздержалась. Многие государства вообще не принимали никакого участия в работе Конференции. Договор вступит в законную силу после того, как его ратифицируют 50 государств. На сегодняшний день, по словам Сантьяго Виллалпандо, пока таких стран ¬15.

Каждое государство может изъявить желание подписать любые из этих договоров или передать на хранение Генеральному секретарю документы об их ратификации, либо о присоединении к ним. Существует также возможность отказаться от участия в том или ином договоре, разумеется, с соблюдением предусмотренных на такой случай процедур.

A United Nations-backed treaty aimed at stopping the illicit trading of tobacco products, is set to enter into force on 25 September, marking a diplomatic breakthrough in efforts to protect public health and strike back against the criminal organizations profiting from such deals.


Officials from the Secretariat of the World Health Organization Framework Convention on Tobacco Control (WHO FCTC) explain that the package of measures agreed by countries which 45 Parties and the European Union have signed up – known as the Protocol to Eliminate Illicit Trade in Tobacco Products (the Protocol)- was developed in response to a growing illegal trade in tobacco products, often across borders.

“With the entering into force of the Protocol, we have made yet another step in our global efforts in tobacco control,” said Vera da Costa e Silva, the Head of Secretariat of the WHO FCTC, which will also serve as the Secretariat for the Protocol.

If the global illicit trade was eliminated overnight, governments would see an immediate gain of at least $31 billion in revenue; and according to studies, beginning in 2030, more than 160,000 lives could be saved per year, that would otherwise be lost to tobacco-related illness.

“The illicit trade of tobacco products creates a shadowy market that not only destroys health, but also fuels organized crime and deprives governments of tax revenues,” said WHO Director-General Tedros Adhanom Ghebreyesus.

So far, 45 countries have ratified the Protocol plus the European Union and many others are expected to do so over the coming months. The Protocol will enter into force on 25 September 2018.

“Brazil’s accession to the Protocol is an additional step not only to combat illicit trade, but also to strengthen the national strategy to protect tobacco control policies and promote public health,” said the country’s Health Minister, Gilberto Occhi.

“The accession of the Republic of Mauritius to this Protocol proudly demonstrates the country’s commitment and unflinching support to the international community in their relentless drive to eliminate all forms of illicit trade in tobacco products,” said the country’s Minister of Health and Quality of Life, Anwar Husnoo.

Brazil and Mauritius are among the 181 parties to the WHO FCTC – an overarching agreement, which can be strengthened by associated protocols.

The WHO FCTC entered into force on 27 February 2005 and has since become one of the most rapidly and widely embraced treaties in United Nations history. Only WHO FCTC parties can become parties to the Protocol.
Protocol aims to make supply chain of tobacco products secure

The Protocol covers all forms of illicit trade in tobacco products – any practice or conduct related to producing, shipping, receiving, being in possession of, distributing, selling or buying tobacco products, that are prohibited by law.

The Protocol aims to make the supply chain of tobacco products secure through a series of governmental measures. It requires the establishment of a global tracking and tracing regime within five years of its entry into force.

Other provisions to ensure control of the supply chain include licensing, recordkeeping requirements, and regulation of internet-sales, duty-free sales and international transit.

To address the illicit trade that already exists, the Protocol establishes new criminal guidelines, addresses liability and seizure payments, as well as the disposal of confiscated products.

Other obligations aim to boost international cooperation, with measures on information-sharing, technical and law enforcement cooperation, mutual legal and administrative assistance, and extradition.




In light of the irreconcilable conflict between the tobacco industry’s interests and public health interests, Parties have to ensure that any interaction with the tobacco industry is carried out with maximum transparency, and must not delegate any of their obligations in tracking and tracing to the tobacco industry.

The first session of the Meeting of the Parties to the Protocol (MOP1) will take place in Geneva, Switzerland from 8 to 10 October 2018, immediately after the eighth session of the Conference of the Parties to the WHO FCTC (COP8).

В Google Photos уже тестируют ручной режим боке и выделение цветов

Сервис Google Photos не только позволяет вам собирать в облачном хранилище все свои фотографии и видеоролики, но и часто напоминает, чем вы занимались в тот или иной день несколько лет назад, показывает интересные коллажи, позволяет создавать яркие запоминающиеся ролики.


Разработчики Google Photos постоянно трудятся над расширением функциональных возможностей сервиса. Например, недавно некоторые пользователи увидели в действии новый фильтр Color Pop, который выделяет центральный объект фото цветом, а остальное делает черно-белым. Пока что эта возможность доступна далеко не всем пользователям.


Еще одно нововведение касается ручной настройки степени размытия фона на уже готовых фотографиях при помощи ручного указания точки фокусировки. Как и предыдущая функция данное нововведение доступна только ограниченному количеству пользователей Google Photos, а выход обновления для всей аудитории произойдет только после окончания фазы тестирования.

Китай 24 сентября введет 10% и 5%-е пошлины на импорт из США

ПЕКИН, 18 сен — ПРАЙМ. Китай в ответ на новые пошлины США на китайские товары с 24 сентября введет повышенные пошлины на импорт более 5200 наименований американских товаров объемом 60 миллиардов долларов, говорится в сообщении министерства финансов КНР.

Президент США Дональд Трамп в понедельник объявил о введении пошлин на товары из Китая на 200 миллиардов долларов в размере 10%, решение вступит в силу 24 сентября, а с 1 января тарифы вырастут до 25%. Трамп не исключил и введение третьего этапа пошлин на товары стоимостью около 267 миллиардов долларов, если Китай продолжит предпринимать ответные меры. Министерство коммерции Китая выразило глубокое сожаление в связи с этим, заявило, что Пекин будет вынужден принять ответные меры. 



"В соответствии с законом о Внешней торговле КНР, Положениях о таможенных пошлинах на импортно-экспортные товары и другими законодательными актами и принципами международного права, таможенная комиссия Госсовета КНР приняла решение о введении повышенных пошлин размером 10% и 5% на импорт 5207 наименований американских товаров объемом около 60 миллиардов долларов", — говорится в опубликованном заявлении китайского минфина.

Сообщается, что пошлины вступят в силу 24 сентября в 12.01 по пекинскому времени.

Deaf advocate voices importance of sign languages as UN marks first commemoration

Nyle DiMarco is just a foreigner speaking a different language. That’s how the actor, model and advocate introduces himself to people who have not met a deaf person before.


Mr. DiMarco, who reached fame after winning America’s Next Top Model in the United States, advocates for children learning sign language at an early age. The 29-year old grew up in an all-deaf family and has more than 25 relatives who are deaf.

“I advocate for early education because growing up, my life was really privileged. My deaf parents knew exactly how to raise a deaf child,” Mr. DiMarco told UN News during a visit to the United Nations Headquarters for an event linked to the Sustainable Development Goals (SDGs).

On Sunday, the UN is marking the first International Day of Sign Languages, at the start of the official International Week of the Deaf. The UN General Assembly selected 23 September to coincide with the date the World Federation of the Deaf (WFD) was founded, in 1951. WFD consists of 135 national associations of deaf people and strives to defend their human rights.

Mr. DiMarco studied in a deaf school and attended a private university for deaf and hard-of-hearing students. Growing up with an education, Mr. DiMarco says he was able “to define who [he] was.” He played sports, was involved in different organisations and skateboarded.

The advocate is among 72 million deaf people worldwide, of whom only 2 per cent have access to a formal education.

“How can they be expected to succeed and have the same successes in their lives as someone with the same privileges that I had,” Mr. DiMarco said of other deaf people who grew up without setting foot in a classroom.

He noted that in some countries sign language is considered “a mere gesture” which results in deaf children being deprived of a language, and also unable to define their own lives.

В Японии запустили к МКС ракету с космическим грузовиком

В Японии произвели успешный запуск ракеты Н-IIВ с космическим грузовиком «Контори-7».
Пуск несколько раз переносился по техническим причинам. В итоге ракета была запущена в субботу с космодрома Танэгасима.
Космический грузовик доставит на МКС капсулу, которая спустит на Землю результаты экспериментов на борту станции. Также на борту аппарата находится экспериментальный набор из двух спутников STARS-Me, которые должны стать первым шагом к реализации проекта строительства космического лифта.
Кроме того, ученые проверят, насколько капсула устойчива к нагрузкам в твердых слоях атмосферы.
