Global economic growth is projected to slow from an estimated 2.7 per cent in 2023 to 2.4 per cent in 2024, trending below the pre-pandemic growth rate of 3.0 per cent, according to the United Nations World Economic Situation and Prospects (WESP) 2024. This latest forecast comes on the heels of global economic performance exceeding expectations in 2023. However, last year’s stronger-than-expected GDP growth masked short-term risks and structural vulnerabilities. 

The UN’s flagship economic report presents a sombre economic outlook for the near term. Persistently high interest rates, further escalation of conflicts, sluggish international trade, and increasing climate disasters, pose significant challenges to global growth.

The prospects of a prolonged period of tighter credit conditions and higher borrowing costs present strong headwinds for a world economy saddled with debt, while in need of more investments to resuscitate growth, fight climate change and accelerate progress towards the Sustainable Development Goals (SDGs).

“2024 must be the year when we break out of this quagmire. By unlocking big, bold investments we can drive sustainable development and climate action, and put the global economy on a stronger growth path for all,” said António Guterres, United Nations Secretary-General. “We must build on the progress made in the past year towards an SDG Stimulus of at least $500 billion per year in affordable long-term financing for investments in sustainable development and climate action.”

Subdued growth in developed and developing economies
Growth in several large, developed economies, especially the United States, is projected to decelerate in 2024 given high interest rates, slowing consumer spending and weaker labour markets. The short-term growth prospects for many developing countries – particularly in East Asia, Western Asia and Latin America and the Caribbean – are also deteriorating because of tighter financial conditions, shrinking fiscal space and sluggish external demand. Low-income and vulnerable economies are facing increasing balance-of-payments pressures and debt sustainability risks. Economic prospects for small island developing States, in particular, will be constrained by heavy debt burdens, high interest rates and increasing climate-related vulnerabilities, which threaten to undermine, and in some cases, even reverse gains made on the SDGs.

Inflation trending down but recovery in labour markets still uneven
Global inflation is projected to decline further, from an estimated 5.7 per cent in 2023 to 3.9 per cent in 2024. Price pressures are, however, still elevated in many countries and any further escalation of geopolitical conflicts risks renewed increases in inflation. 

In about a quarter of all developing countries, annual inflation is projected to exceed 10 per cent in 2024, the report highlights. Since January 2021, consumer prices in developing economies have increased by a cumulative 21.1 per cent, significantly eroding the economic gains made following the COVID-19 recovery. Amid supply-side disruptions, conflicts and extreme weather events, local food price inflation remained high in many developing economies, disproportionately affecting the poorest households. 

“Persistently high inflation has further set back progress in poverty eradication, with especially severe impacts in the least developed countries,” said Li Junhua, United Nations Under-Secretary-General for Economic and Social Affairs. “It is absolutely imperative that we strengthen global cooperation and the multilateral trading system, reform development finance, address debt challenges and scale up climate financing to help vulnerable countries accelerate towards a path of sustainable and inclusive growth.”

According to the report, the global labour markets have seen an uneven recovery from the pandemic crisis. In developed economies, labour markets have remained resilient despite a slowdown in growth. However, in many developing countries, particularly in Western Asia and Africa, key employment indicators, including unemployment rates, are yet to return to pre-pandemic levels. The global gender employment gap remains high, and gender pay gaps not only persist but have even widened in some occupations

The UN’s World Economic Situation and Prospects report for 2024 projects a slowdown in global growth from an estimated 2.7 per cent in 2023 to 2.4 per cent in 2024.

The flagship forecast launched in New York on Thursday indicates that last year’s stronger-than-expected GDP growth coming out of the COVID-19 pandemic masked short-term risks and structural vulnerabilities in the world economy.

The sombre short-term outlook is based on persistently high interest rates, further escalation of conflicts, sluggish international trade, and increasing climate disasters, which all pose significant challenges to global growth.

It points to a prolonged period of tighter credit conditions and higher borrowing costs, presenting strong headwinds for a world economy saddled with debt and in need of more investments to resuscitate growth, fight climate change and accelerate progress towards the Sustainable Development Goals (SDGs).

Escape the quagmire: Guterres

“2024 must be the year when we break out of this quagmire. By unlocking big, bold investments we can drive sustainable development and climate action and put the global economy on a stronger growth path for all,” said UN chief António Guterres.

“We must build on the progress made in the past year towards an SDG Stimulus of at least $500 billion per year in affordable long-term financing for investments in sustainable development and climate action.”

So how do the numbers breakdown? We'll begin our analysis with the scourge of rising prices that continues to bedevil economies large and small:

Inflation

Global inflation is projected to decline further, from an estimated 5.7 per cent in 2023 to 3.9 per cent in 2024. But price pressures are still elevated in many countries and any further escalation of geopolitical conflict will add to that.

 In about a quarter of all developing countries, annual inflation is projected to exceed 10 per cent in 2024, the report highlights.

Regional disparities

The United States, the world's largest economy, is expected to see a drop in GDP growth from 2.5 per cent in 2023 to 1.4 per cent in 2024. Consumer spending, a key driver of its economy, is likely to weaken due to various factors, including high interest rates and a softening labour market the report says.

Meanwhile China, facing domestic and international headwinds, is projected to experience a moderate slowdown with growth estimated at 4.7 per cent in 2024, down from 5.3 last year.

Europe and Japan also face challenges with growth rates forecasted at 1.2 per cent for both regions in 2024.

Africa’s growth rate is projected to slightly increase from 3.3 per cent in 2023 to 3.5 in 2024.

The report notes that the least developed countries (LDCs) are projected to grow by 5 per cent in 2024, yet this falls short of the 7 per cent growth target under the SDGs

Labour markets

The global labour market presents a mixed post-pandemic picture. Developed countries experienced a robust recovery with low unemployment rates, notably 3.7 per cent in the US and 6 per cent in the EU in 2023, coupled with rising nominal wages and narrowing wage inequality.

However, real income losses and labour shortages pose challenges.

Developing countries show mixed progress; while nations like China, Brazil, Türkiye, and Russia report declining unemployment, gender gaps, and high youth unemployment persist.

Globally, the decline in women’s labor force participation to 47.2 per cent in 2023 (compared to 48.1 in 2013) and the high NEET rate (not in employment, education or training) of 23.5 per cent among youth highlight enduring challenges.

Global Investment

There is a noted slowdown in investment growth across both developed and developing economies.

While developed countries have continued to channel investments into sustainable and technology-driven sectors like green energy and digital infrastructure, developing countries face challenges such as capital flight and reduced foreign direct investment.

Global investment growth is expected to remain low due to economic uncertainties, high debt burdens, and rising interest rates.

Investment in the energy sector, especially in clean energy, is growing but not at a pace sufficient to meet the net-zero-emissions goal by 2050.

International trade

International trade is losing steam as a growth driver, with global trade growth weakening to 0.6 per cent in 2023, recovering to 2.4 per cent in 2024.

The report points to a shift in consumer spending from goods to services, rising geopolitical tensions, supply chain disruptions, and the lingering effects of the pandemic as factors impeding trade growth.

Furthermore, the shift towards protectionist policies in some countries has also influenced trade dynamics, leading to a reevaluation of global supply chains and trade agreements.

International finance and debt

Developing countries face high levels of external debt and rising interest rates, making access to international capital markets difficult. There's a decline in official development assistance and foreign direct investment for low-income countries.

Debt sustainability has emerged as a critical challenge, especially for developing countries, in the wake of rising debt levels and changing global financial conditions.

The increase in global interest rates, a consequence of monetary policy tightening by central banks like the Federal Reserve and the European Central Bank, has escalated debt servicing costs, particularly for countries with foreign currency-denominated debts.

As a result, many countries are grappling with the need for debt restructuring.

Climate change

2023 saw extreme weather condition worsen, including the hottest summer on record since 1880 leading to devastating wildfires, floods and droughts worldwide.

These events have direct economic impacts, such as damage to infrastructure, agriculture and livelihoods.

Studies have predicted substantial losses to the global economy due to climate change. For instance, some estimates suggest a potential reduction of about 10 per cent in global GDP by 2100, considering events like the collapse of the Greenland ice shelf.

Other models indicate that without mitigation of global warming, average global incomes could be 23 per cent lower by 2100.

Multilateralism: Blueprint for action

The 2024 WESP report calls for urgent action to address these diverse challenges. 

It emphasizes the need for strengthened global cooperation, particularly in areas like climate action, sustainable development financing, and addressing the debt sustainability challenges of low and middle-income countries. Enhanced global cooperation is essential.

Following discussions with the International Atomic Energy Agency, Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP) has taken action to ensure an immediate back-up supply of electricity is available in the event of the main power line going down amid the fighting, Director General Rafael Mariano Grossi said on Wednesday.

Frequent power cuts have remained a serious concern for safety and security at the Russian-held plant, which is Europe’s largest. Electricity supply is crucial to cool reactors, even if it’s fully shut down. 

Since August 2022 – just months after Russia’s full-scale invasion began, the ZNPP has suffered eight events where offsite power has been lost, noted IAEA.

“This means that if the main power supply through the 750 kV switchyard is lost, the back-up line will automatically be able to provide electricity to the plant without manual, and hence delayed, intervention, provided it remains operational,” Mr. Grossi said.

“This is a significant development, as it enables independence and redundancy in the site’s power supply scheme, even though overall offsite supply “remains extremely fragile”, he added.

The release of GPT-4 in 2023, along with other powerful easy-to-use Artificial Intelligence tools such as deepfakes and voice cloning, led to heightened calls for regulation of the technology. UN News speaks to Carme Artigas, Co-Chair of the UN’s AI Advisory Body, about the group’s recommendations for advancing the international governance of AI.

Carme Artigas is recognized as one of the foremost authorities on AI. After several years in the private sector, she was named Spain’s first-ever Secretary of State for Digitalization and AI in 2020 and, during her mandate, introduced Spain's National Strategy for AI, National Plan for Digital Skills, and Charter of Digital Rights.

In October 2023, as Co-Chair of the UN’s AI Advisory Body, Ms. Artigas led the 38 members in the production of an interim report, published in December, which concluded that AI “cries out for governance, not merely to address the challenges and risks, but to ensure we harness its potential in ways that leave no one behind.”

On the final day of her mandate, on 28 December, Ms. Artigas reflected on the role of the UN in creating globally agreed regulations on the use of the technology, and why it could herald a better future for all.

Carme Artigas:  I think what makes this wave of A.I. development different is that the technology can continue evolving without human agency, and that it not only affects the economy, but also society, and the role of human beings in this digital world.

It is affecting the way we see reality, which can generate issues of trust. What if we cannot tell the difference between something written by a machine or a human? We will be in a very confusing world.

I think the release of GPT-4 was a “Eureka” moment, when we realized the enormous impact it could have, and why we need some kind of global regulation. 

Also, it was necessary that this is discussed at the UN level, because all the discussions so far have only taken place within a few companies and governments, all of them in the Global North.

UN News: The Advisory Body contains a diverse group of members from the Global South and North, the private and public sectors, and academia. How did you manage to reach agreement on the recommendations in the interim report?

Carme Artigas: It was definitely a challenge, but because some other initiatives had taken place – such as the G7 Hiroshima Plan, the UK’s AI Safety Summit, and regulation around deepfakes in South Korea – we agreed that we needed to come to a global consensus on how can we use artificial intelligence to be better than human intelligence, which has so far only managed to achieve 16 per cent of the Sustainable Development Goals.

The UN is the only authoritative global entity at the global level that has the capacity to gather all these diverse visions, and the members were aligned on the benefits, the opportunity to avoid a global AI divide, ensure that it benefits all people, and is governed in a way that does not hamper innovation, or put fundamental human rights at risk.

UN News: In 2023 some of the most foremost experts on AI called for a pause or even a halt in AI research until governance is more widely agreed. Were they right?

Carme Artigas: I think it's a little bit naive to ask for a pause in innovation. On the contrary, we should accelerate innovation and research, so that the solutions can be found.

I always say that the existential risk is not from an Armageddon created by robots that kills us all. The real existential risk is that we all become mad, because we cannot believe what we are seeing, hearing, or reading.

Also, we need to be very responsible about the sustainability of these technologies, which are playing a very important role in geopolitics these days, in terms of who has access to raw materials and processing power. So, one of the topics we're trying to focus here is how can we allow for universal accessibility of data, computer power, digital skills to allow for a more even and distributed development of AI for good.

UN News: Share some of the ways in which AI will improve the world.

Carme Artigas: I think the AI is a very important tool for democracy, because it can make the knowledge of all humanity available, and make personalized education accessible to all.

It will have a tremendous impact in healthcare , preventing diseases, improving diagnoses, and lowering costs.

And it will be tremendously useful in the achievement of the Sustainable Development Goals, reducing poverty, tackling climate change, and other global challenges that humanity has had limited success in solving.

UN News: Melissa Fleming, the head of communications at the UN, recently told a meeting of Security Council members that the advent of generative AI means the online environment is about to get even worse, undermining public trust in news and information sources.

Is this a source of concern for you, or is the fact that there is more discussion about this issue a sign that we're gearing up to tackle this thread?

Carme Artigas: The fact that we have raised the conversation at the global level gives me a lot of hope.

The news media have a very important role to play, and they must recover their role as “the fourth estate” because we need them more than ever. There are lots of ways that we can verify news, and that’s what serious media organizations should be doing. It’s ok to have different opinions, but you can’t sell fake news, because it just generates uncertainty and a lack of trust.

One or two years ago, when only a few of us were taking about this, I was concerned. But, thanks to GPT-4, everyone has seen how pervasive AI is, and that we need to put some limits on its use

COVID-19: WHO designates JN.1 ‘variant of interest’ amid sharp rise in global spread

The UN World Health Organization (WHO) has said it is continuously monitoring the global spread of JN.1, a COVID-19 variant of interest, adding that current vaccines continue to offer protection against severe disease and death from this and other variants in circulation.

Though its current evaluation of the global public health risk is “low”, the UN health agency cautioned that with the onset of winter in the Northern Hemisphere, the new variant “could increase” the burden of respiratory infections in many countries, noting other diseases such as RSV, influenza and childhood pneumonia that are already on the rise.

Rapidly increasing spread

The classification of JN.1 as a separate variant of interest (VOI) is down to “its rapidly increasing spread” around the globe, WHO said in an advisory issued on Tuesday.

JN.1 has been found in many countries, including India, China, the United Kingdom, and the United States.

Previously JN.1 was classified and tracked as part of its parent BA.2.86 lineage, which itself is a descendant of the Omicron or B.1.1.529 variant of SARS-CoV-2, the virus causing COVID-19 disease.

In comparison with its parent lineage BA.2.86, JN.1 has an additional mutation (the L455S mutation) in the spike protein.

Risk evaluated as ‘low’

WHO said that based on the currently available data, “the additional global public health risk posed by JN.1 is currently evaluated as low.”

“Despite this, with the onset of winter in the Northern Hemisphere, JN.1 could increase the burden of respiratory infections in many countries,” it added.

WHO also highlighted that current vaccines continue to protect against severe disease and death from JN.1 and other circulating variants of SARS-CoV-2.

Other respiratory diseases

COVID-19 is not the only respiratory disease in play. Influenza, RSV (Respiratory Syncytial Virus) and common childhood pneumonia are on the rise, according to WHO.

It advised people to take measures to prevent infections and severe disease using all available tools, including wearing a mask when in crowded, enclosed, or poorly ventilated areas, and keeping a safe distance from others.

It also urged everyone to put safety first by covering coughs and sneezes; cleaning one’s hands regularly; and staying up to date with vaccinations against COVID-19 and influenza, especially if you are at a high risk of severe disease.

Additionally, people should stay home if they are sick, and to get tested if they have symptoms, or if they might have been exposed to someone with COVID-19 or influenza.

Global vaccine initiative winds down

Also on Tuesday, WHO announced that COVAX, the landmark multilateral mechanism for equitable global access to COVID-19 vaccines, launched in 2020, will end on 31 December 2023, as COVID-19 vaccinations shift to regular immunization programmes.

Since its launch in 2020, COVAX delivered nearly two billion doses of vaccines to 146 economies and averted an estimated 2.7 million deaths in lower-income economies.

“Low- and lower middle-income economies will continue to receive COVID-19 vaccines and delivery support from Gavi, the Vaccine Alliance in 2024 and 2025, with 83 million doses so far requested for 2024 from 58 economies,” WHO said in a statement.

COVAX was the vaccines pillar of the Access to COVID-19 Tools (ACT) Accelerator, the ground-breaking global collaboration to accelerate the development, production, and equitable access to COVID-19 tests, treatments, and vaccines.

It was co-led by Gavi, the Vaccine Alliance; the Coalition for Epidemic Preparedness Innovations (CEPI); WHO; and the UN Children’s Fund (UNICEF).

Unprecedented emergency response

With the rallying cry “no one is safe until everyone is safe”, COVAX partners urged the world to place vaccine equity at the heart of the global response to the COVID-19 pandemic, and for every country to have at least enough doses to protect those most at risk.

“The joint efforts of all partners to ensure an equitable response to the pandemic helped protect the futures of millions of children in vulnerable communities,” said Catherine Russell, Executive Director of UNICEF.

“This huge and historic undertaking is something we can be collectively proud of and build on. UNICEF will continue to deliver vaccines to the world's youngest to stop the spread of all preventable diseases and build strong health systems for the future.”

РК заняла второе место по экономическим показателям среди 35 стран-членов Организации экономического сотрудничества и развития (ОЭСР), уступив первое место Греции. Такие результаты приводятся в ежегодном рейтинге британского издания Economist. Оценка проводилась на основе комплексного анализа пяти ключевых индикаторов, включая базовый индекс потребительских цен, темпы роста инфляции и валовой внутренний продукт (ВВП). РК продемонстрировала невысокий рост ВВП на уровне 1,6%, а рост занятости составил лишь 1,1%. В то же время страна отличается низким уровнем базовой инфляции, составившим всего 3,2%. По мнению экспертов, успех РК является результатом повышения учётной ставки центрального банка. Важно заметить, что в 2022 году страна занимала лишь 21-ю строчку в рейтинге. Economist назвал РК образцовым примером в сдерживании инфляции, которое стало ключевой задачей на текущий год. В то же время издание отметило, что многие европейские страны сталкиваются с серьёзным ростом цен.

Принципы управления искусственным интеллектом (ИИ) должны основываться на Уставе ООН и Всеобщей декларации прав человека. Об этом, выступая в четверг на саммите по безопасности ИИ в Лондоне, заявил Генеральный секретарь ООН Антониу Гутерриш.

«Скорость и масштабы развития современных технологий ИИ беспрецедентны, – сказал глава ООН, выступая на лондонском форуме. – Риски, связанные с ИИ, многочисленны и разнообразны. Как и сам искусственный интеллект, они еще только формируются и потребуют новых решений».

В прошлом году, по словам Антониу Гутерриша, мир столкнулся с выпуском мощных моделей ИИ, в которых мало внимания уделялось безопасности пользователей. Каждый раз, когда появляется революционно новая технология, возникает риск того, что она будет использована преступниками или даже террористами. Кроме того, продолжил глава ООН, люди могут потерять над ней контроль, и она может развиваться в непредусмотренных направлениях.

«Нам необходимы инструменты для преодоления этих рисков, чтобы и разработчики, и общество были в безопасности и могли доверять искусственному интеллекту, – подчеркнул Антониу Гутерриш. – Концентрация ИИ в руках нескольких стран или компаний может усилить геополитическую напряженность. В настоящее время подавляющее большинство современных чипов ИИ производится в одном из самых геополитически нестабильных мест на Земле. В долгосрочной перспективе это может привести к созданию нового опасного оружия с использованием ИИ».

Без принятия срочных мер искусственный интеллект усугубит огромное неравенство, которое уже существует в мире, продолжил глава ООН: ни одна африканская страна не входит в число 50 лучших по уровню готовности к ИИ; 21 из 25 стран с наихудшими показателями – африканские.

«ИИ обладает огромным потенциалом для оказания помощи развивающимся экономикам, все еще восстанавливающимся после пандемии COVID-19 и борющимся с долговым бременем, – сказал Антониу Гутерриш. – Он может помочь правительствам в составлении бюджета, бизнесу – в расширении производства, а климатологам – в прогнозировании засух и штормов. Он способен ускорить достижение 17-и Целей в области устойчивого развития. Но для этого каждая страна и каждое сообщество должны иметь доступ к ИИ, а также к необходимой для этого цифровой инфраструктуре».

Глава ООН напомнил, что на прошлой неделе он объявил о создании многостороннего Консультативного органа по искусственному интеллекту, который объединяет экспертов из правительств, бизнеса, технологического сообщества, гражданского общества и научных кругов. К концу этого года Консультативный орган представит предварительные рекомендации по трем направлениям: укрепление международного сотрудничества в области управления ИИ, достижение научного консенсуса по рискам и проблемам, а также обеспечение работы ИИ для всего человечества. Эти рекомендации войдут в Глобальный цифровой договор, который будет предложено принять главам государств на Саммите будущего в сентябре следующего года.

"Названо главное слово 2023 года. Оно отражает новомодный тренд

Популярный онлайн-словарь Dictionary.com, существующий уже почти 30 лет, объявил главное слово 2023 года по версии Кембриджского словаря английского языка. Как уже можно догадаться, оно связано с искусственным интеллектом, пусть и неочевидным образом

Этим словом стало «hallucinate» («галлюцинация»). Специалисты подчёркивают, что в данном случае слово взято не из психологической сферы. Это термин, связанный со сферой ИИ, и означает он ситуацию, когда чат-бот выдаёт ложную информацию. Как показывает практика, далеко не всегда контент, выдаваемый чат-ботами, бывает достоверным, и когда ИИ выдаёт информацию разной степени недостоверности — от странной до совершенно бессмысленной, — это и называется галлюцинацией.

В год, когда ИИ у всех на слуху и продолжает набирать популярность, это слово стало особенно важным. Dictionary.com отмечает, что в 2023-м количество поисковых запросов увеличилось на 46%, а использование средств массовой информации возросло на 85%. Лексикографы ожидают, что слово «галлюцинация» останется актуальным и закрепится в одном ряду с техническими терминами, такими как «спам» и «вирус».

«Грамота.ру» назвала главное слово 2023 года

«Нейросеть» стала намного популярнее за 2023 год

Команда портала «Грамота.ру» впервые провела собственную акцию «Слово года» и поделилась её результатами. Выбор слова 2023 года был сделан на основе нескольких критериев: анализа данных, частотности запросов, оценки экспертов.

В пресс-службе отметили:

Учитывалась в том числе освоенность слова русским языком: наличие устоявшегося кириллического написания и родственных связей. 

В итоге словом года оказалось «нейросеть». Слово получило широкое распространение и часто употребляется в текстах, но до недавних пор не входило в основные нормативные словари и лишь в сентябре 2023 года было добавлено в орфографический академический электронный ресурс «Академос».

В рейтинговом голосовании ближайшими конкурентами «нейросети», которая набрала более 75% голосов экспертов, стали «джипити/GPT» (58%), «база» (43%) и «возвращенцы» (41%), планку в 20% преодолели «промпт/промт» и «имба».

Japan Prime Minister Kishida pledges to lead decarbonization effort in Asia

Лидеры Японии и Ассоциации государств Юго-Восточной Азии провели в понедельник в Токио переговоры, чтобы реализовать концепцию, направленную на декарбонизацию в Азии.

Встреча прошла в рамках Азиатского сообщества нулевых выбросов, предложенного премьер-министром Японии Кисида Фумио.

На встрече в понедельник участники подтвердили план по созданию Азиатского центра нулевых выбросов в индонезийской столице Джакарте, который будет выполнять функции главного учреждения этой инициативы.

Они также обменялись мнениями о политике и способах поддержки проектов энергетического перехода, признавая необходимость разнообразных подходов, которые бы учитывали обстоятельства каждой страны.

Кисида сказал, что достижение декарбонизации является общей задачей для всей Азии, а ключом к ее выполнению являются инновации. Он подчеркнул, что запуск Азиатского центра нулевых выбросов привлечет в Азию новые средства со всего мира и создаст огромный рынок декарбонизации.

Япония стремится укрепить связи со странами АСЕАН, возглавляя дискуссии по достижению углеродной нейтральности.

Япония намерена инвестировать более 90 млрд долларов с целью активизировать декарбонизацию

Япония вкладывает около 13 трлн иен, или более 90 млрд долларов с целью поддержать усилия по декарбонизации в частном секторе. Для покрытия этих издержек правительство намерено выпустить так называемые облигации зеленого перехода.

Правительство заявило, что часть этих денег будет направлена на оказание помощи сталелитейному, химическому и другим секторам с большим углеродным следом в переходе на оборудование, снижающее выбросы парниковых газов.

По словам официальных лиц, в течение следующих пяти лет правительство намерено выделить для этого более 3 млрд долларов, а за десять лет - свыше 9 млрд.

Правительство также планирует помочь покрывать разницу цен между ископаемыми видами топлива и источниками энергии нового поколения, такими как водород.

Вложения в данное направление, по всей вероятности, составят более 3 млрд долларов за следующие пять лет и 21 млрд за 15 лет.

Правительство также планирует оказать помощь другим отраслям, в частности, выпуску батарей для хранения, полупроводников, а также ядерной энергетике. Часть общей суммы расходов представители правительства планируют включить в проект бюджета на 2024 финансовый год.

Портал «Госуслуг» был запущен 15 декабря 2009 года. Сейчас на «Госуслугах» зарегистрировано уже больше 100 млн человек. Очередной год работы «Госуслуг» завершился с такими результатами:

  • 468,3 млн заявлений подано пользователями;
  • 19,7 млн заявлений направлено для оформления детских выплат;
  • на 1,7 млн звонков ответили в кол-центре;
  • на 383,2 млн вопросов ответил робот Макс;
  • Более 1000 услуг можно получить с помощью портала.

Топ-10 самых популярных услуг по количеству заявлений за год выглядит так:

РК и Нидерланды договорились создать «полупроводниковый альянс»

РК и Нидерланды наладят тесное партнёрство в передовых секторах экономики, прежде всего, в производстве полупроводников. Договорённость по этому поводу зафиксирована в совместном заявлении, принятом по итогам переговоров президента РК Юн Сок Ёля и премьер-министра Нидерландов Марка Рютте, состоявшихся 13 декабря в Гааге. С целью углубления «отношений стратегического партнёрства» лидеры двух стран договорились проводить раз в два года диалог министров иностранных дел и промышленности в формате 2+2. Они отметили необходимость поддержания «взаимодополняющих отношений» двух стран в глобальной цепочке производства и распределения полупроводников, подтвердили необходимость создания «полупроводникового альянса», который охватит научно-исследовательскую сферу, государственный и частный секторы производства. Юн Сок Ёль и Марк Рютте выразили готовность организовать обмен информацией о цепочках поставок ключевых материалов, сотрудничая в секторах атомной энергетики и возобновляемых источников энергии, а также укреплять сотрудничество в сферах обороны, военной промышленности и безопасности. В частности, РК планирует принять участие в европейских комплексных учениях по противовоздушной и противоракетной обороне Optic Windmill, которые пройдут в 2025 году под руководством Германии и Нидерландов.

Совет директоров Банка России 15 декабря 2023 года принял решение повысить ключевую ставку на 100 б.п., до 16,00% годовых. Текущее инфляционное давление остается высоким. По итогам 2023 года годовая инфляция ожидается вблизи верхней границы прогнозного диапазона 7,0–7,5%. При этом рост ВВП в 2023 году, по оценке Банка России, сложится выше октябрьского прогноза и превысит 3%. Это означает, что отклонение российской экономики вверх от траектории сбалансированного роста во втором полугодии 2023 года оказалось более значительным, чем Банк России оценивал в октябре. В отдельных сегментах кредитного рынка появились признаки замедления активности, однако общие темпы роста кредитования по-прежнему остаются высокими. Повысились инфляционные ожидания населения и ценовые ожидания предприятий. Возвращение инфляции к цели в 2024 году и ее дальнейшая стабилизация вблизи 4% предполагают продолжительный период поддержания жестких денежно-кредитных условий в экономике.

Банк России будет принимать дальнейшие решения по ключевой ставке с учетом фактической и ожидаемой динамики инфляции относительно цели, развития экономики на прогнозном горизонте, а также оценивая риски со стороны внутренних и внешних условий и реакции на них финансовых рынков. Согласно прогнозу Банка России, c учетом проводимой денежно-кредитной политики годовая инфляция снизится до 4,0–4,5% в 2024 году и будет находиться вблизи 4% в дальнейшем.

Динамика инфляции. Текущее инфляционное давление остается высоким. В среднем за октябрь — ноябрь рост цен с поправкой на сезонность составил 10,0% в пересчете на год (по сравнению с 12,2% в III квартале). Годовая инфляция, по оценке на 11 декабря, снизилась до 7,1% после 7,5% в ноябре. Это связано с эффектом высокой базы начала декабря 2022 года, когда произошла внеплановая индексация тарифов на коммунальные услуги. По итогам 2023 года годовая инфляция ожидается вблизи верхней границы прогнозного диапазона 7,0–7,5%.

Устойчивое инфляционное давление в последние месяцы усилилось. Это объясняется более быстрым ростом внутреннего спроса по сравнению с возможностями расширения выпуска товаров и услуг, чем Банк России оценивал ранее. Об этом свидетельствуют данные о динамике экономической активности во втором полугодии 2023 года, включая оперативные данные за IV квартал. В среднем за октябрь — ноябрь показатель базовой инфляции с поправкой на сезонность увеличился до 11,5% в пересчете на год (по сравнению с 9,7% в III квартале). Некоторый вклад в текущий рост цен в последние месяцы также внесли разовые проинфляционные эффекты на отдельных товарных рынках.

Инфляционные ожидания населения и ценовые ожидания предприятий повысились. Инфляционные ожидания профессиональных аналитиков остаются выше цели по инфляции на 2024 год, но на среднесрочную перспективу они заякорены вблизи 4%.

Согласно прогнозу Банка России, с учетом проводимой денежно-кредитной политики годовая инфляция снизится до 4,0–4,5% в 2024 году и будет находиться вблизи 4% в дальнейшем.

Денежно-кредитные условия в целом продолжили ужесточаться вслед за повышением ключевой ставки в июле—октябре. Краткосрочные ставки финансового рынка повысились в связи с пересмотром вверх участниками рынка ожидаемой траектории ключевой ставки. На рынке государственного долга средне- и долгосрочные доходности существенно не изменились. Продолжился рост процентных ставок на кредитно-депозитном рынке.

Вслед за ростом депозитных ставок увеличился приток средств населения в кредитные организации, в том числе за счет возврата части наличных денег на банковские счета. Одновременно продолжился переток средств с текущих счетов на срочные депозиты.

В отдельных сегментах кредитного рынка появились признаки замедления активности, однако общие темпы роста кредитования по-прежнему остаются высокими. Замедление необеспеченного потребительского кредитования в последние месяцы происходило в результате как увеличения процентных ставок, так и эффектов ранее принятых макропруденциальных мер. Также замедлилась активность в рыночном сегменте ипотечного кредитования, хотя темпы роста всего ипотечного портфеля были высокими из-за большого объема выдач в рамках государственных льготных программ. Особенно высокой оставалась активность в корпоративном сегменте, где темпы роста кредитования складываются выше октябрьского прогноза Банка России. Повышенный спрос корпоративного сектора на кредиты поддерживается как высокими ценовыми ожиданиями, так и ожиданиями относительно будущей динамики внутреннего спроса.

Экономическая активность. Рост ВВП в III квартале и оперативные данные за IV квартал свидетельствуют о том, что увеличение экономической активности происходит существенно быстрее, чем Банк России ожидал в октябре. Это означает, что отклонение российской экономики вверх от траектории сбалансированного роста во втором полугодии 2023 года оказалось более значительным. Это нашло отражение в показателях текущего роста цен. По оценке Банка России, рост ВВП в 2023 году сложится выше октябрьского прогноза и превысит 3%.

Основной вклад в отклонение российской экономики вверх от траектории сбалансированного роста внес внутренний спрос. Его рост происходит за счет расширения частного спроса при сохранении государственного спроса на высоком уровне. Увеличение потребительской активности поддерживается ростом реальных заработных плат и кредитованием. Значительный рост прибыли компаний и позитивные деловые настроения, в том числе из-за бюджетных стимулов, поддерживают высокий инвестиционный спрос.

Оперативные данные по внешней торговле указывают на то, что импорт несколько снизился по сравнению с пиковыми значениями летних месяцев, в том числе за счет эффектов произошедшего ужесточения денежно-кредитной политики. В то же время снижение экспорта в последние месяцы было более выраженным из-за ухудшения конъюнктуры мировых рынков энергоносителей. В ближайшие кварталы спрос на импорт в рублевом выражении продолжит подстраиваться к уже принятым решениям по ключевой ставке.

На текущем этапе ключевое ограничение на стороне предложения в российской экономике связано с состоянием рынка труда. Согласно данным опросов предприятий, дефицит свободных трудовых ресурсов остается значительным, особенно в обрабатывающих отраслях. Безработица вновь обновила исторический минимум. Невысокая географическая и межотраслевая мобильность рабочей силы является дополнительным структурным ограничением.

Инфляционные риски. На среднесрочном горизонте проинфляционные риски остаются существенными.

В базовом сценарии Банк России исходит из уже принятых решений Правительства по среднесрочной траектории расходов федерального бюджета и бюджетной системы в целом. В случае дополнительного расширения бюджетного дефицита проинфляционные риски вновь возрастут и может потребоваться более жесткая денежно-кредитная политика для возвращения инфляции к цели в 2024 году и ее поддержания вблизи 4% в дальнейшем.

Значимым риском является сохранение инфляционных ожиданий на повышенных уровнях или их дальнейший рост. В этом случае кредитование будет продолжать расширяться ускоренными темпами, а склонность населения к сбережению — снижаться. Как следствие, рост внутреннего спроса будет продолжать опережать возможности расширения предложения и усиливать устойчивое инфляционное давление в экономике. В условиях же ограниченности свободных трудовых ресурсов рост производительности труда может сильнее отставать от роста реальных заработных плат.

Проинфляционные риски связаны и с влиянием геополитической напряженности на условия внешней торговли. Усиление внешних торговых и финансовых ограничений может дополнительно ослабить спрос на товары российского экспорта и иметь проинфляционное влияние через динамику валютного курса. Кроме того, усложнение производственных и логистических цепочек или финансовых расчетов в результате внешних ограничений может привести к удорожанию импорта. Значимые краткосрочные проинфляционные эффекты может также иметь ухудшение перспектив роста мировой экономики и усиление волатильности на мировых товарных и финансовых рынках.

Дезинфляционные риски в первую очередь связаны с более быстрым замедлением внутреннего спроса под влиянием уже реализованного ужесточения денежно-кредитной политики.

Возвращение инфляции к цели в 2024 году и ее дальнейшая стабилизация вблизи 4% предполагают продолжительный период поддержания жестких денежно-кредитных условий в экономике. Банк России будет принимать дальнейшие решения по ключевой ставке с учетом фактической и ожидаемой динамики инфляции относительно цели, развития экономики на прогнозном горизонте, а также оценивая риски со стороны внутренних и внешних условий и реакции на них финансовых рынков.
